Bug. I was playing a game where the Contingency activated, but after a few minor attacks on systems around where they spawned they really didn't do anything else. They bombarded two of my planets into utter submission, but didn't even attempt to conquer them with ground troops. And nowhere else in the galaxy did they expand either.
