Any sort of dilation or lack there of prior to active labor means nothing. You can be 3cm and 80% effaced and not have baby for weeks while someone else can be 0 across the board and have baby in a few hours. This is why is slowly becoming the norm to no longer so cervical checks prior to labor. Just stresses out mom.
